Lower Bills, More Comfort: New Energy Rebates for NC Residents

High utility bills can be a constant strain on a household budget, forcing families to choose between keeping the lights on and putting food on the table.

We want to ensure our neighbors know about a new resource that can help: Energy Saver North Carolina.

Supported by the North Carolina Department of Environmental Quality, this program assists homeowners and renters in making energy-efficiency upgrades that save money and improve home comfort.


How It Works

Through two main initiatives—HOMES (efficiency savings) and HEAR (electrification rebates)—eligible residents can receive significant financial assistance for home improvements.


Depending on your household income and the project, you could qualify for rebates on:

  • Insulation and air sealing to keep your home comfortable year-round.


  • Energy-efficient appliances like electric stoves and heat pump clothes dryers.


  • Heating and Cooling upgrades, including modern heat pumps and water heaters.


  • Electrical work, such as panel upgrades and wiring.


Who is Eligible?

Rebates are tiered based on income. For example, under the HEAR program, households with income below 80% of the Area Median Income (AMI) may be eligible for 100% of project costs up to $14,000.


Get Started

The process involves four general steps:

  1. Confirm Income Qualification.


  2. Get a Home Assessment (for the HOMES program).


  3. Complete Upgrades using registered, licensed contractors.


  4. Apply for your Rebate.
